Land Privatization and Farm Reorganization in Russia:
This two-volume program manual covers the principles, rights and privileges of land ownership and step-by-step instructions for accomplishing farm reorganization. The accompanying annex volume contains copies of relevant Russian legislation and model contracts and charter documents to be used by the new farm enterprises in reorganization. The first edition was published in Summer 1995; a second edition updated for new federal laws and other legislation was published in January 1996.

Working Commission Seminar:
This is a four-day, intensive training seminar, covering all phases of reorganization. It is the bedrock of training in reorganization and is aimed at organizations that will take responsibility for implementing reorganization. The training package includes participant notebooks of all exercises. Designed in the summer of 1995, the seminar was presented in the first half of the 1995-96 season to all Raion Working Commissions in project-assisted raions.

Intra-Farm Commission Seminar:
This series of one-day training seminars, presented by Oblast or Raion Working Commissions, were designed in the fall of 1995 to help Intra-Farm Commissions carry out reorganization. There are four seminars in the series targeting issues at critical stages of reorganization: preparation, entitlement distribution, auction and post-auction. The training package includes participant notebooks of all exercises.

Post-Privatization Seminar:
This five-day seminar is designed for enterprise leaders and accountants who must learn the principles of planning and running a business in a market economy quickly. Presented in two sections, courses include bookkeeping, accounting and legal issues (such as labor law) in the first and farm business planning, including corporate governance, in the second.

Organizer/Trainer Manual:
This comprehensive manual was developed to complement the participant training packages and to enable interested oblasts to conduct training without additional assistance. The package includes (a) complete instructions and management tips for organizing the four-day Working Commission Seminar; (b) trainer outlines that add supporting detail to lecture outlines; (c) answers to problem sets and test questions; and (d) an appendix of all necessary documents for conducting the seminars.


Institutions

The project recommends that the following commissions be formed to oversee farm reorganization to ensure that all eligible shareholders are adequately informed of their rights and that all other standards set forth in the federally approved model are met.

Oblast Monitoring Commission (OMC):
This commission oversees the work of the OWG and RWCs, fulfilling a regulatory function. OMCs should be composed of high-level officials in the oblast administration and department of agriculture (DOA) and other agencies as the oblast governor may chose.

Oblast Working Group/Commission (OWG/OWC):
This commission (or group, as they are called in some oblasts) oversees, advises and assists in the practical work of the RWCs. Members of the OWCs are usually officials from the oblast DOA, GKI, and Land Committee as well as agricultural institutes.

Raion Working Commission (RWC):
This commission or group oversees the on-farm work of the intra-commission. It is usually made up of officials from raion administrations, DOAs, GKIs and Land Committees. In the 1995-96 project season, RWCs have received in-depth training and subsequently taught sections of the seminars for Intra-Farm Commissions. RWCs should visit the reorganizing farms regularly and frequently to allow timely attention to problems needing their assistance.

Intra-Farm Commission: Sometimes called the On-Farm Commission, this commission is composed of residents of the reorganizing farm, usually the farm's director, chief economist and agronomist, personnel manager, accountant, and other farm leaders and managers. The commission ensures that informational meetings are held regularly and timely, ensuring that the reorganization process is built on adequate notification of participants. The commission usually forms smaller units, strategically located, to take responsibility for carrying out specific tasks.
