Russian Initiative for
Self-Employment (RISE)
The objective of the RISE program is to contribute to the development of the
micro and small business sector, facilitating re-employment, small business
start-up and expansion, productivity, and public recognition of the integral
role of the small business sector in the economy. Program goals include
providing access to capital, transfer of technology and know-how, and assisting
in the development of appropriate business etiquette. The RISE program consists
of a Business Education Program, Credit and Leasing Program, and the Apparel
Innovation Center, an industry-specific business incubator. The program is
active in St. Petersburg, Russian Federation.
Activities:
- Business Education Program
- Monthly interactive workshops and seminars for individuals who are
considering starting a small private business.
- A 70-hour training program for beginning entrepreneurs. Topics covered
include marketing, human resources management, financial management, and legal
issues associated with business registration. Consultations are provided by
local specialists on the basics of business planning, accounting, and marketing.
- Credit and Leasing Program
- Access to credit. Participants apply for a small seed loan or
equipment lease. If the applicant's business plan is approved by the loan
committee, the applicant may receive a loan for equipment or raw material for up
to $5,000. Upon returning the loan with modest interest, participants can apply
for larger amounts of credit (up to $20,000).
- Apparel Innovation Center
- Industry-specific business incubator. The program provides an
extensive training program with access to fully equipped work spaces of varying
sizes. Tenants can produce their goods using state-of-the-art equipment, attend
practical and interactive seminars provided by local and Western experts, and
browse the most current trade publications available worldwide in the Fashion
Library. In addition, competent consultants are available to provide assistance
in everything from garment design to construction to production to marketing and
sales.
Target Market / Beneficiaries:
RISE targets beginning entrepreneurs who have a focused and reasonable business
idea. The participant must be the sole owner or top decision-maker in the
business (except for the Business Education Program). Existing businesses that
participate may have no more than 10 employees. To participate in the program,
applicants must complete an application and pass through a competitive screening
process.
Funding:
RISE began in 1994. It is made possible by generous grants from the Charles
Stewart Mott Foundation, the United States Agency for International Development,
and the Arthur B. Shultz Foundation.
