Новая ДЕМОКРАТИЧЕСКАЯ ПРОГРАММА для стран Восточной Европы.
ЕВРОПЕЙСКАЯ КОМИССИЯ приняла решение о дополнительном 
выделении 7.2 миллионов ECU на 1997 год
для поддержания 50 демократических проектов в странах
Восточной Европы:
- 20 проектов в Албании, Болгарии, Чешской Республике, Венгрии,
Польше, Румынии, Словакии, Словении, Эстонии, Литвы и Латвии
- 25 проектов в бывших Советских Республиках и Монголии,
- 5 международных проектов, вовлекающих несколько стран.
Все проекты будут проводиться неправительственными организациями.
Комиссия обращает внимание, что общей целью новой Демократической
Программы является  поддержание работы юридических учреждений,
введение демократических структур,создание устойчивого открытого
общества.Особая важность придается развитию неправительственных 
организаций, созданию бесплатной образовательной системы и 
независимых средств информации, уважению прав человека и борьбе
с дискриминацией, содействие развитию  демократического контроля
над государственными службами.

DEMOCRACY PROJECTS WORTH ECU 7.2 MILLION THIS YEAR. 
Brussels, 18/11/1996 (Agence Europe) - Under the special "Phare and Tacis
Democracy Programme 1996" (a joint initiative by the European Commission
and the European Parliament), the Commission has decided to grant aid for
50 democracy projects in Eastern Europe, as follows:
- 20 projects in the Central and Eastern European Phare countries (CEECs):
Albania, Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovakia,
Slovenia, Estonia, Lithuania and Latvia;
- 25 projects in the former Soviet Republics and Mongolia, which are aided
by the Tacis programme: Russia, Ukraine, Armenia, Azerbaijan, Belarus,
Georgia, Kazakhstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan;
- 5 interregional projects involving several countries.
All the projects will be conducted by non-governmental organizations, which
will receive ECU 7.2 million in financial assistance (of which 3.5 million
from the Phare budget and 3.7 million from Tacis).
The Commission notes that the general objective of the Phare and Tacis
Democracy Programme is to promote the creation and proper working of legal
institutions, the setting up of democratic structures and the development
of a stable open society and good governance. Particular importance is
attached to the development of non-governmental organizations (NGOs), the
establishment of a free educational system and independent and pluralistic
media, respect for human rights and non-discrimination, the promotion of
transparency and democratic control of public administration and public
management, and so on.
